Child Car Seat Rules in Washington State
What Parents Must Know
Under Washington’s Child Passenger Restraint Law (RCW 46.61.687), children must be secured in an age- and size-appropriate restraint system, and drivers must transport children under 13 in the back seat wherever practical. Washington is unusually strict compared to most states — it uses height rather than age as the deciding factor for when a child can graduate out of a booster seat.
Rear-Facing Seats
Birth to age 2
Children must ride rear-facing until at least age 2, or until they exceed the manufacturer’s height or weight limit for the seat, whichever comes later. Safety experts recommend staying rear-facing as long as the seat allows.
Never install rear-facing seats in the front passenger seat.
Forward-Facing Seats
Ages 2 through 4
Once a child outgrows the rear-facing limits, move to a forward-facing seat with a harness. Washington law requires this seat type until at least age 4, though many manufacturers’ seats accommodate children well past that age.
Recommended only after outgrowing rear-facing limits—not by age alone.
Booster Seats
Age 4 and up, until 4'9" tall
Unlike states that use age 8 as a cutoff, Washington’s booster requirement is tied purely to height: a child stays in a booster until they reach 4 feet 9 inches, which commonly falls between ages 8 and 12.
Seat Belts & Placement
Once 4'9" tall
A standard seat belt may be used once a child reaches 4 feet 9 inches. Even then, children under 13 must still ride in the back seat wherever practical.
Washington’s child restraint law carries a $124 fine per violation, though it can be dismissed with proof of purchasing an appropriate car seat within 7 days. The law applies to all motor vehicles, including taxis and rideshares — there is no exemption. Parents traveling to or from SEA are responsible for ensuring an appropriate car seat is secured before departure — either by requesting one through their chosen car service or bringing their own. For official guidance, see King County’s Car Seats, Booster Seats and Seatbelts page.
